Resumo: | This thesis continues research begun at Masters level on mechanisms to encourage culture. Before the discussion on the need to overcome the theory about multiculturalism and replace it with one that proposes interculturalism comes the question about the recognition of groups of popular cultural event. As the object of field studies was chosen group of Guard Congado of Our Lady of the Rosary, Santa Barbara. Questioned whether there would be the effective recognition of groups popular culture by the State, to ensure the provisions of the Constitution and provide the political participation of these groups, promoting an effective interculturalism. The assumption at first was that there was no effective recognition but a sub-recognition by the state and society. It was also found that, despite the claims of the group and author of the congado, this is a cultural creation typically national and non-African, although elements of influence of black origins. The reference to African elements are located mainly in the founding myths of congado. The lack of historical support for the alleged African roots, however, does not invalidate the claim group as representative of popular culture, not as worthy of protection and legal recognition by the State and Law. |
