Resumo: | The aim of this dissertation is to contribute to studies on the relationship between the Executive and Legislative branches in subnational governments in Brazil. Considering that there is a pattern of adoption of coalitions to attempt governance and implementation of government agendas in Brazilian states, we bring in this work a case study in which the chief executive was elected with an anti-coalition speech. From the analysis of the relationship between the governor of Minas Gerais, Romeu Zema (Novo) and the Legislative Assembly of Minas within the 2019-2022 term, we proposed a debate on the possible tools and the results achieved by rulers who discard the possibility of arrangements that integrate parliamentarians into government teams. In this work, we will show that, depending on the agenda and the scenario, the government manages to implement at least part of what was proposed without the support of parliament and without using its legislative powers. However, this advance, which is related to the administrative agenda, has a limit. |
