A política de gestão de suprimentos no governo de Minas Gerais: uma avaliação a partir da percepção dos seus gestores

Resumo: his work aims to analyze the performance and the improvements occurred in buying processes of the Minas Gerais (Brazil) state government, starting at the 2003. Therefore, we obtained information regarding the main innovations taking place at the supply division of 58 sectors of the above-mentioned government Executive Power, aswell as on the implementation of the Integrated Materials and Services Management System - SIAD1 - in those sectors. The obtained data was collected by several means. The people responsible for the definition of supply policies at the Executive Power, as well as a sample of supply directors of those sectors were interviewed, while a survey was conducted with the functionaries in charge of SIADs management in each one of the 58 sectors. Additionally, some secondary data researched in documents or system reports - was also analyzed. The great volume of data allowed us to consolidate a broad scenario regarding the Minas Gerais State Government on the topic of supplymanagement. For the investigation, we resorted on descriptive statistics, fundamentally frequency distributions, for the quantitative data. As for the qualitative data, thematic content analysis was used. The results of the research demonstrate a clear improvement in the scale of the government's purchase management studied, the 2003-2006 time period. Mostly, this improvement is a direct result of the SIADsapplication, and it is aligned to World Bank suggestions (LCORP, 2004) on optimization of activities related to biddings and public purchases. Nevertheless, there is an important restriction in this process: the lack of politics of purchase planning and supplier evaluation.
