Resumo: The relevance of the discussion on local development and public policies to encourage development is nowadays as the main focus in the search for the definition of new directions for Brazilian municipalities, especially in face of the complexities related to the levels of inequality, poverty, increasing levels of unemployment, economic fragility, serious environmental problems. Such questions arise in the day to day of cities and become difficult to be solved. The research aimed to understand the role of public and private institutions as a development factor in the city of Belo Horizonte. The aim was to analyze the local development initiatives of the institutions investigated, verifying the degree of interrelation between institutional actors. It was perceived from the theoreticalcourse adopted and from the research done with the institutions that the confrontation of these issues is not feasible strictly in the municipal scope, but demands efforts of a process that involves the municipalities of the surroundings with an integrated planning and management. In this sense, the relevance of the local development process and localdevelopment public policies in metropolitan scope. It is necessary that the local development plans integrate and be articulated in a metropolitan plan that presents itself as the guiding force of the process. Therefore, thinking about the local development of big cities means thinking about the metropolis. The researched institutions have experience in local development studies and have technical training and resources to doso. Partnerships are still scarce and meet the objectives of optimizing costs and promoting actions. As the main challenges for Belo Horizonte in the face of a local development agenda, it was highlighted the compatibility between the needs of society and the State's capacity to seek budget optimization, monitoring strategic development plans and identifying new investment opportunities in Belo Horizon. The presence and the active participation of the public and private institutions can promote an environment with greater conditions to face the difficulties and the construction of the process of local / metropolitan development lasting and legitimate
