Interações entre planejamento urbano e gestão de riscos de desastres na bacia hidrográfica do Ribeirão Arrudas

Resumo: This thesis study interactions between urban planning and disasters risk management actions in intra-urbans contexts, under the hydrographic basin scale – the Ribeirão Arrudas basin, in the Metropolitan Region of Belo Horizonte, Minas Gerais, Brasil. The goal of the study was to investigate if it has, and in what level, interaction between the actions for disaster risks management – arranged by the Sistema de Defesa Civil – and the action of urban planning – arranged by urban policies of municipal, states and federal spheres. To achieve that understanding, it was investigated the urban planning instruments, with emphasis on municipal zoning, and the disasters risk management instruments, in parallel to mapping the occurrences attended by the civil defense system, on a spectrum of ten years since sanction of the federal law for Protection and Civil Defense, in 2012. The analysis of data crossing – of urban planning, disasters risk management and occurrences – consist in a visualization of spatialization of those occurrences in contrast with the municipal zoning, and with the risk areas mapping available in geotechnical charts. From these overlays, it was discussed about the recurrences of disasters occurrences within specifics municipal zoning polygons, as well as to observe that areas under risk are not necessarily the areas where disasters occur. With that perception, it was analyzed the spatial distribution in the hydrographical basin scale, intend of its supra municipal dynamics, which the scale orient, at least in theory, the disasters risk management actions. The analyzes of spatial and documental information identified the potential of mapping disaster occurrences for an interface between risk management and urban planning, the latter in its role of manage the environmentally safe cities development, and with democratic distribution of the minimization of urban environmental risk, especially in conurbation context, where municipal administrative limits are overcomed.
