The Pampulha Lake is an artificial reservoir that started construction in 1936 andhad its waterfront awarded as an architectural complex of great cultural importance,which is currently a candidate for World Heritage by UNESCO. It is inserted into oneof the most valued areas of Belo Horizonte and, as local base level, reflects all uses andforms of occupation of its watershed. The tributaries that comprise the watershed ofPampulha Lake are inserted in the municipalities of Belo Horizonte and Contagem,have different characteristics and environmental qualities and present high levels ofpollution and environmental degradation. The research has developed a methodologyfor diagnosis of urban watercourses and the diagnosis of the environmental quality ofthe Pampulha Lakes watershed, using multivariated analysis and GIS software. It wasnoted that environmental pressures are not restricted to local political and administrativeboundaries, but are influenced by the local technical and policy guidelines. There arenow different instances and institutions with overlapped responsibilities and which areproducts of a complex legal framework. The research discuss four scales and instancesof analysis that were considered necessary to interconnect to the realization of aeffective management for environmental restoration Pampulha Lagoon: municipal,metropolitan, watershed and public consortium.The different instances and managementinstitutions operate at different scales and specific themes, thus the research discussesthe needs and possibilities of constructing a transescalar integrated model ofmanagement for the effective environmental restoration of the Pampulha Lake.
