Resumo: The low-income population inhabits the city precariously, on the outskirts devoid of infrastructure and urban services and in risk areas of environmental interest. In other words, in areas where there is no immediate interest of the real state market activity. Such a problem occurs due to high prices of urbanized land, which reflects, above all, the real state speculation, made possible by the institution of private property in Brazil. Nevertheless, brazilian law links the right of ownership to its social function, which is to be established in the master plan by the municipalities. For this, the brazilian City Statute defines instruments of urban planning, which are resources to be used in order to obtain fairer cities. The research discusses how such instruments can be used to improve the housing conditions of low-income population in the municipality of Rio Acima / MG, located in the southern vector of the metropolitan region of Belo Horizonte. There has been an increase in municipal growth pressure for residential condominiums aimed at the higher income population, which tends to aggravate the situation of sociospatial segregation present at the municipality. This makes planning and urban management essential for minimizing the negative effects on the living conditions of the poor.
