Resumo: | It is known that the bidding processes in Brazil require lengthy procedures, mainly due to the need to comply with the requirements of Law 8666/1993, which deals with the contracting of services and public works. As an alternative to this contracting process, in which projects and works are objects of different formalities, the federal government created the differentiated contracting regime (RDC) in 2011. The main innovation of this contractual modality is that the winning bidder is awarded the development of the basic and executive projects and the execution of the work. Considering the particularities in the design process in this type of contract and the increasing adoption by the public agencies of road and rail infrastructure of this contractual modality, the main objective of this research is to propose guidelines for the coordination of projects in this context. Through the study of cases of three projects of infrastructure works in this contractual modality, complemented by a questionnaire applied to experienced professionals on contracts ruled by the RDC, guidelines were developed for the project coordination. At the end of this study, it is evidenced that the RDC contract can provide reduction of deadlines and costs besides allowing the application of innovation in terms of engineering solutions and application of concepts of simultaneous engineering, as long as the project coordinator acts in a way to integrate the different agents directly involved in the process: designers, builders and inspection / client. The contractual modality alone only provides this greater integration and the possibility of collaborative work among the agents. The coordinator, however, as the central figure in this process, is the main actor for this integration to happen in fact and that the gains in the project are realized in the project. For this, it needs to gather a series of interpersonal skills (or soft skills) besides having a well-established technical knowledge about the area of infrastructure engineering. The study ends by suggesting a series of guidelines and possible practical actions to be incorporated into the project coordination plan in contracts ruled by the DRC. |
