Resumo: The main purpose of this work was to analyze how work the association between human resources in health management practices and the efficiency in carrying out the work process of the health teams of the Family Health Strategy, taking into account the multiple ordering principles of primary health care. For such a census study was conducted with teams of family health in Belo Horizonte, in order to analyze how various indicators of human resources in health were related to a measure of efficiency in carrying out actions for the provision of care. The analysis model used was based on the work of Avedis Donabedian that conceives structure, process and outcome as sources of information about the quality of care offered. The results indicate that investment in training of professionals, as well as retention of doctors can contribute significantly to the improvement of the efficiency indices obtained by the city teams. Despite progress in terms of human resources management in health care still weigh several challenges for it to be consolidated as a tool capable of making the Family Health Strategy more effectively.
