Resumo: The study dealt about the financing of sport in the state of Pará, and aimed to analyze public funding for sport in the state of Pará during the Plano Plurianual (PPA) management 2012-2015. Understanding the logic of how the budget works and spending on sports policy, instrumentalizes and qualifies the analysis of the set of management policies, helping to identify the priorities of the implemented policies. Methodologically, this study is based on documentary and bibliographical research, based on the development of the critical dialectical approach. Data collection was carried out in official management documents and the analysis was execut using the technique proposed by Boschetti (2009), and developed from three indicators: a) sources of financing, b) magnitude of expenditure and, c) targeting spending. The results reveal that there was a concentration of sports policies in the metropolitan region and the lower Amazon region. The financing and spending on sports by the State Secretariat of Sport and Leisure (SEEL) in the period, showed the largest amount of resources spent on the Major Events (EVNT) category, followed by the Management category (GE). In sequence the expenses, the infrastructure category (INFR) appears, with emphasis on the renovation of the large leisure equipment in the capital: Olympic Stadium "Mangueirão", and in the final categories with priority for High Performance Sports (EAR) accompanied by Sports Leisure and Inclusion (ELI). There is a centrality of financing and spending on sports with a focus on the realization of major sporting events and infrastructure, with emphasis on the reform of the Olympic stadium, the stage of major sporting events, and therefore began to prioritize a sporting dimension that does not respond the possibility of universal access to the majority of the population, as well as investments in the EAR, with emphasis on the action “Fabrication of Idols”. There is a difficulty in the management of materializing consistent public financing, with a marked disparity between authorized and executed budgets, consequently low budget execution, thus revealing a policy with difficulties in ensuring sport as a social rights, as constitutional precepts point out. The sports policies implemented have barely established relations with the rich socio-territorial diversity present in the different regions of the state.
