Políticas sociais de esporte e lazer: institucionalização e municipalização no contexto do Programa Esporte e Lazer da Cidade

Resumo: The backgrounds of this study are public policies designed to guarantee sport and leisure as social rights. Its objective of analysis revolved around the decentralization of public management through the local institutionalization of sports and leisure policies, encouraged by the federal government. The peculiarities of the Programa Esporte e Lazer da Cidade - PELC (City Sports and Leisure Program) have been investigated since 2013 presenting municipalization as its guideline. Along this perspective, the objectives of this research were to analyze the strategies of municipalization as well as to analyze their respective institutional scenarios. For this purpose, bibliographical research, document analysis and survey questionnaire were performed. After analyzing 105 technical pedagogical projects found in MIMBOÉ, sixteen different strategies were identified and distributed among networking, mechanisms of popular participation, places and equipment, financing, development of partnerships and administrative structuring. Approximately 33% of municipal administrations did not specify any strategy for the incorporation of public sports and leisure policies. It is important to mention the relevance of social control entities in the municipalization process, identified by the need to institutionalize mechanisms for participation and supervision, so that public actions do not deviate from the interests of citizens and potentiate the fulfillment of established objectives. Regarding the institutional setting of the cities, the survey questionnaire pointed to four axes of analysis: legal, administrative, managerial and structural. Only nineteen municipalities responded to the survey. It should be noted that there is a positive perception of the implementation and continuity of the program (CSLP). There are indications about the relevance of establishing legal frameworks for sports and leisure, which potentiates the linkage of financial and human resources. The presence of sport and leisure managers increases the possibility of institutionalizing actions in this area, since it can broaden the mechanisms for participation, the durability of the policies implemented, their evaluation and monitoring, as well as the creation and maintenance of its own staff. In addition, it can be noted the valorization of professional continuing education and the confrontation of hegemonic practices, such as physical-sports activities, which remain protagonists regarding the actions sustained in the municipal agendas. There was evidence of introduction to sports and leisure practices by the City Sports and Leisure Program, especially in small municipalities. Therefore, the municipalization has direct relationship with the mechanisms that legitimize and institutionalize public actions, being one of the keys to establish indicators for the public sports and leisure policies.
