Resumo: | The present study aimed to elaborate, from the case study method in the Municipality of Caeté, a proposal for modeling the migration process to the electronic trading, using the ComprasNet System of the Federal Government, identifying its consequences and the its immediate effects and possible future consequences for the municipal procurement process, for public management and for society. A qualitative approach was adopted, based on a descriptive analysis of innovation in the public service, innovation in public procurement and the realization of electronic auctions using the ComprasNet system. As a research technique, document analysis was predominantly used, complemented by unsystematic observation, free unstructured interview and application of the questionnaire with the contribution of the technical and managerial staff of the Municipal Administration Secretary. The facets model for innovation in the public sector developed by the OECD points out that initiatives in response to specific problems, linked to efficiency and making existing things work better is an innovation. In this way, innovation in the public procurement process carried out at the City Hall of Caeté is an innovation oriented towards improvement and incremental exploration. The study was concluded with an optimistic view and with positive results that allow the expansion of innovation to other municipalities with up to 50.000 inhabitants from the proposed model. The results also collaborated to reinforce a theoretical current on the influence of governance, organizational and individual factors for the innovation process in the public service and the barriers that impact this process. |
