Resumo: | This dissertation measures and explains the degree of influence of the 1st Conference on Aquaculture and Fischeries, the 1st Conference on Urban Policies, the 1st Conference on the Environment, the 1st Conference on Sport, the 1st Conference on Policies for Women and the 1st Conference on the Promotion of Racial Equality on the programs of their corresponding national policies. The degree of influence of the policy conferences corresponds to the degree of incorporation of their recommendations on the set of programs that compose the policy areas and is measured by comparing the content of the conferences proposals and the content of the policy programs developed after the meetings. Given the diversity of results found, this dissertation explains that variation by three structural variables, namely, the political dynamic and the institutional framework of the public policy and the institutional design of the conference. From this analysis, it points out certain correlation only between those constraints and the new recommendations formulated along the conference process. With regard to the recommendations based on government suggestions, hypotheses and alternative explanations are raised and suggested. |
