Since de 70s the population of the Brazilian cities have been leaving the central area of the cities to search new centralities. This caused a reduction in de density of the downtown area and several buildings became completely empty. After the creation of the Ministério das Cidades, some public policies were stablished to encourage the refurbishment of the buildings and the requalification of downtown. In Vitória/ES the municipal government developed the program Morar no Centro to reduce the housing deficit, to increase the density, to maintain the historical heritage and to createaffordable housing. This program aims to refurbish the abandoned or underused buildings of central areato promote affordable housing. In this context, this dissertationdicusses the problems that emerged in the process of reabilitation of buildings in Vitória downtown. This research aims to the designers involved in refurbishment of buildings about the possible obstacles that may appear in this process.
