The complexity of land use and occupation processes in Nova Lima reveals a polynucleated spatial totality that characterizes this municipality located in the southern portion of the Belo Horizonte Metropolitan Region and whose production of urban and rural space was influenced by scale mining activity worldwide. The need for equalization between social, economic development and environmental sustainability in the municipal territory has local and regional repercussions and is a challenge that the municipal master plan, in the context of Brazilian urban planning, needs to consider if it wants to contribute to the promotion socio-spatial justice and to guarantee the social function of property and the right to the city. This research investigates whether the municipal master plan, as the main instrument of local urban policy, during its elaboration, proposed guidelines, policies and actions that seek to achieve this balance.
