This dissertation has got as a goal to develop a wide study about the Workers Qualification National Plan PLANFOR. Considering the multiplicity of studies and estimations about this subject, the dissertation focus was an attempt of systematizing the main conclusions about the program. First of all, the social, politic and economic context from which the PLANFOR was created, was outlined in general lines, for further understanding and analysis. At last, the present dissertation made a correlation between the PLANFOR impacts and the Social Capital elements.
