A moral e os bons costumes: a experiência da cidade nas narrativas policiais (Belo Horizonte, 1897-1926)

Resumo: This dissertation aims to investigate the police narratives about the city of Belo Horizonte trying to understand the mechanisms of control and discipline towards the population around 1900, period of the capitals foundation, until 1926, year in which the legislation provided significant changes in the organization of the Department of Police of the State of Minas Gerais. In order to do so, documents were deployed from the series Ocorrências Policiais, Fundo Polícia from the Arquivo Público Mineiro and the legislation concerning the Public Force of Minas Gerais and the Department of Police. With this research it was possible to realize that the police was one of the discipline devices deployed by the State in the search for conformity behavior and sensibilities determined by the moral values prevalent in the period. The documents accessed allowed the investigation of two facets little explored by other studies: a portion of the civil police in Belo Horizonte and the constitution of the daily police. Thus, it was possible to understand some of the mechanisms forged for surveillance, regulation, standardization and education of the population as the police division of the city, the police's own rummage and ethical practices, especially those related to entertainment, the so-called pleasure tripod (gambling, drunkenness and prostitution). Nevertheless, the sources also made it possible to think about a whole of hypothesis which do not point to the police as a simple instance of formal procedures, but as an institution full of contradictions, uncertainties, flaws and even that, usually, it was seen as an institution "hard" in control, place of violence and the imposition of force, there were cracks in its operation, as an institution it was also constituted by men of the city, and that therefore, shared with the common population the city experience full of opportunities in the territory of desires, pleasures and of entertainment.
