The action of society in space occurs in several ways, among them, through social networks. The action in networks is enhanced according to the stock of social capital existing in its social structure. This research was based on a study by the Articulation Committee, a group formed by representatives of the Granja de Freitas, Alto Vera Cruz and Taquari neighborhoods, created to accompany the construction of a recent model of urban planning adopted by URBEL/Prefeitura de Belo Horizonte, the Plano of Socioterritorial Development - PDST of Residencial Manaus. The plan is foreseen in the national guidelines for the execution of social work in programs carried out with federal resources. In this context, the studied plan is developed after the construction of the residential by the Minha Casa Minha Vida Program, with the objective of identifying medium and long-term actions that incorporate the demands of the residents, with the support of the Articulation Committee. The elaboration of the plan and the future execution of the improvements will depend on its mobilization together with the community and other groups active in the territory. It is known that the existing stock of social capital in the social structure is a preponderant factor for the success (or failure) of collective action. Therefore, this study consisted of apprehending the social capital, produced and reproduced by the dynamics of social relations, through a methodology developed in the early twentieth century and which gained expression with technological resources after the 1980s: Social Network Analysis – SNA. There was an association between social capital, collective action and support for the plan, resulting in the establishment of two different environments based on the social networks of the Articulation Committee actors – one more conducive to the development of collective action and the other, less conducive. Thus, the research consists of an important instrument to evaluate the implementation of an instrument of the Municipal Housing Policy in the city of Belo Horizonte.
