Resumo: The organizational behavior is linked to the strategic decision-making, carried through its main actors, called "strategists". The deeper understanding of these strategists heuristics, when they construct their organizational strategy, makes possible to develop and improve theperformance of their own organizations. Aiming the progress of this knowledge, the present study was based on the RepGrid method, derived from the Theory of Personal Constructs, which was undertaken with the small and medium enterprises (SMEs) owners of the footwearregion of Nova Serrana-MG. This approach allowed the development of the boundaries of strategic administration toward the behavior psychology, and going through the decisionmaking process. The method was carefully adopted aiming a valid and unbiased process. During its conception, a literature review was performed to gather the aspects that would characterize the current knowledge in the strategic development process. These aspects were endorsed by a panel with specialists (Delphi Method), and adjusted to the present conjuncture by interviews with 5 managers of companies that resembled the current study subject. The data used in the study were obtained via interviews with 9 managers of SMEs companies in the region studied. These interviews aimed the identification and association of constructs, and were based in a questionnaire developed using the validated elements. The data wereanalyzed either individually, for each interviewee, or grouped, aiming the representation of the region studied. We have used Multivariable statistic analysis, which made possible to consolidate, simplify, interpret and present the results of the current study reaching the proposed aims. We have identified four main factors that guide the strategists beliefs ofSMEs in the footwear region of Nova Serrana-MG, which constitute on their scales of thought to make strategic decisions in their organizations. Furthermore, we indentified a necessity to improve this process which was revealed by the strategists themselves. In providing the knowledge of these factors and the gap between what is performed and theimagined by the manager, the present study allowed a step to towards the improvement of the strategic conception process of theses SMEs. It also sanctioned a method capable of diagnose the strategists perspective in the process of making decisions.
