Dissonâncias temporais no processo de preservação patrimonial das áreas de entorno de bens tombados: um estudo de caso nos largos Nossa Senhora do Ó e do Jogo da Bola no município de Sabará - MG

Resumo: This present work has as an object of study the time dissonances in the process of patrimony preservation towards areas closely surrounding to properties declared part of historic heritage in Sabará Minas Gerais (MG), which are assigned by the city´s Law of Ground Use and Occupation, as APC 1. In order to grasp those spaces´ dynamic, the presented analyses focus on two specific regions within that city: Largo Nossa Senhora do Ó and Largo do Jogo da Bola. We departed from the hypothesis that individuals involved in the patrimony preservation process have different temporalities whereas they are commonly clashing. In order to endorse or refute that hypothesis , interviews were carried out with inhabitants of those places added to analyzing municipal legislation and the treatment given to areas closely surrounding properties declared part of historic heritage throughout papers developed by government laws and professional association. Concerning Largo Nossa Senhora do Ó, there have been made some registering files regarding buildings improvements in that place from the year 1942 to 1957. We may assume that these dissonances, as a result of that research, arise from the temporality of the agents involved in the patrimony preservation, having each one their own particular features. The clash towards those temporalities has been observed, mainly, in situations though which local residents seek to match their residencies, which do not fit to their daily needs, to new ways of living in the contemporary scenario. As an attempt to prevent the localities ´mischaracterization, the department of guardianship for those edifications establishes standards to be applied by owners. During the research, it has been observed that it is precisely the moment when temporalities towards inhabitants´ immediate needs, public administration and patrimony entropy process clash. In order to synchronize those temporalities in less conflicting way, that would be necessary the guardianship department of those buildings to make a continuous supervision regarding the conservation state and, as for cases of intervention, the unfolding of legal processing to accomplish works and make it less bureaucratic. Taking that position , at the same time, would highlight prevention in terms of entropy for those buildings, decreasing the need for great- scale sort of intervention on them, whereas the quantity of works lacking technical supervision would diminish in those areas, which is a fact responsible for destructing properties´ original characteristics in these places compromising local identity.
