This is the study of the public urban public transport service by bus in the city of São Luiz/MA and related issues that have an influence on this service. The analysis starts from the understanding of Social Reproduction of the capitalist model in the other aspects of life in cities inserted in this context. In possession of studies by authors who turn their analysis to the capitalist city, the influence of state action in this movement to maintain the status quo was analyzed, drawing a parallel between the measures adopted by the state entity (laws, programs, creation of organs, etc.) and the negative effects arising from the state's action or inaction in the area of public transportation or similar policies, such as fuel, tax incentives, housing and soil organization. To this end, a wide bibliographic and documentary survey was carried out, mainly within the city studied.
