Resumo: This dissertation entitled "School Council: community participation device in the management of municipal schools in Imperatriz-MA” is linked to the line of research Languages, Pedagogical Practices and Education Technologies, of the Graduate Program Teacher Training in Educational Practices, from the Federal University of Maranhão, presentes the practices developed by the School Council in the municipal schools of Imperatriz. This work has as its central issue; the practices developed by the School Board in municipal schools, does it contribute to the construction of democratic management? And the objective: to understand how the School Board practices are presented as a mechanism for community participation and management in the municipal schools of Imperatriz. as to theoretical-methodological basis was referenced in dialectical materialism, and qualitative approach, it was initially structured through the analysis of documents that made it possible to know a little covers the documents of the municipal network. Then we have the survey of bibliographies, had as main sources: Bordenave (1994), Cabral Neto (1997, 2007), Paro (2003, 2004, 2007), Rosenfield (2003), Rousseau (2005), Werle (2003), among others, scholars about the theme. The research instrument was the semi-structured interview with the counselors of 03 (three) schools in the municipal education system. As a product of the work, it was presented a training proposal entitled; Training Network School Counselors Imperatriz, aimed at councilors of the municipal education system. The results of the study point out that the EC was established to serve as a space for democratization of relationships within the school, where the community can directly participate in educational activities, being an instrument in power sharing. The research showed that the democratization of public school management, although it has been guaranteed through regulatory and implemented in schools, the participation of the community in the collegiate, still occurs with precariousness as a formal rite. The study also showed that there are some barriers that hinder the implementation of the School Board's practices, one of them is the authoritarianism exercised by the person of the manager, who centralizes power, not providing community involvement in the decision-making process, another is the lack of knowledge on the part of the counselors and management on the role of the collegiate within the school.
