Resumo: The master's thesis, defended at the Graduate Program in Public Policy at the Federal University of Maranhão, has as its theme Public Policy Consumer protection: an analysis of the PROCON Maranhão operations in the period 2010 to 2014 . The aim of this study is to identify and analyze public policy consumer protection, adopting an empirical analysis reference the performance of PROCON in Maranhao. Exploring consumer relations and the importance of social movements consumer protection within the Brazilian society, especially with consumer protection in the 1988 Constitution and the Consumer Protection Code 1990, as well as public policy protection consumer in Maranhao. The survey also questioned whether the provisions relating to consumer law had social, economic, cultural and legal consequences, or not interfering in consumer relations in Brazil and especially in Maranhao. With these studies we observed the influence and the power that consumer movements had in the creation of legal and constitutional provisions to protect the consumer and indicate conscious consumption as a public policy. Finally, it was concluded that all this legal framework is not enough to fully guarantee the rights of consumers, they still lack good will on the part of politicians to implement preventive and effective public policies for the real balance of consumer relations, in addition to encouraging the actions in favor of responsible consumption as a way to curb consumerism and all its harmful consequences to society.
