The present study presents an analysis on guiltiness violence at Maranhão. The source of its informations are the researches accomplished at Pólo Coroadinho, in years 2005-2006. Its perspective is to comprehend violence and its relation to stigmatizing speach in that location, just like the process of legitimatizing of "no tolerance" politics. Speaking of this reality, the study makes a relation between this politics and the conception of comunitary policement, as it apears on Plano Nacional de Segurança Pública, and refered on present discussion on public security.
