Resumo: Despite all the planning involving the creation and construction of the city of Palmas, built to be the capital of the Tocantins state, it is possible to observe from the analysis of its occupation that the actual urban configuration of the city flees from the planned standards. Instead of an organized occupation, starting from the central area to avoid the population spreading through the entire city (as it was planned), it is verified an occupation that serves the political and property market interests, with the expulsion of low income families to the periphery, the creation of areas designated to popular occupation contrasts with various idle areas on the centre of the city. It is observed that the planning of Palmas (centered on the public authority) was not enough to avoid typical problems (as spatial segregation and housing speculation as an example) from cities that have been through a fast urbanization and through a intense industrialization process (a context not experienced by Palmas).Therefore, it is recognized that the persistence of the problems are result of established social relations characterized by the appropriation of wealth from the space production. Furthermore, this relation tends to perpetuate, not relying on the existence of a planning, since the planning is centered only on the actions done by the estate, without any commitment from the civil society (the main interested on the urban space production) on the planning of the city, as a strategy to eliminate the characteristics of a pure mercantile production and appropriation of the urban space.
