The research addresses Student Assistance in the context of the Federal Network of Professional, Scientific and Technological Education, having as its object of analysis the dynamics of this policy in the Technical Schools Linked to the Federal Universities of the country. In the course of the study, reflections were developed about the more general conceptual and historical aspects of student assistance and its relationship with Brazilian social protection and the right to education, enshrined by the Federal Constitution of 1988 as a social right of every Brazilian citizen, analyzing the particularity of Student Assistance implemented in Technical Schools Linked to Federal Universities. The research is predominantly exploratory in nature, with a qualitative focus and use of quantitative data, characterizing, therefore, a mixed research. As for the methodological procedures, we resorted to bibliographic and documentary research, opting for the electronic questionnaire for data collection from the 23 (twenty-three) Linked Technical Schools existing in the country, which constituted the universe of the research. For the theoretical contribution, the studies of Boschetti (2009a, 2009b), Yazbek (2008, 2018), Bobbio (2004), Oliveira (2009), Kuenzer (2017), Frigotto (2007, 2009, 2011, 2014), Dutra and Santos (2017), Kowalski (2012), Souza (2017), among others, stand out. The documentary research was based especially on normative texts related to student assistance and Linked Technical Schools, such as ordinances, decrees, laws, regulations and public notices. The field research had the collaboration of directors of Linked Technical Schools, participating subjects who returned to the research and were part of the study sample. The analysis of the data results in important contributions on the movement of this policy within the schools studied, pointing out potentialities and limits for student permanence. It was observed that the student support actions implemented in the Linked Technical Schools, although not regulated by Decree No. 7,234/2010, are consistent with it, and that despite the budget limits indicated, the programs become relevant actions for student permanence in the set of these schools. |
