Influence of technological change, the emergence of new information technologies and communication and popularization of digital mobile devices in the relations between state and society. It analyzes the use of these new technologies by the government of Brazil, from its growth and its use under the pretext of seeking the approach of citizen and government. It is understood that this provision of public services implemented by way of the Brazilian state through the NTIC, potentiate certain forms of reification and systemic domination. To investigate how the Brazilian government uses the NICT, especially Sinesp Citizen application to spread the dominant ideology and establish unilateral relations mediated by things. Explanatory and qualitative study, based on a genuinely literature methodology.
