Cooperativas de reciclagem e gestão de resíduos sólidos urbanos: uma compreensão ampliada da parceria entre a cooperativa de catadores de materiais recicláveis - RECICLANEP e a Prefeitura Municipal de Nepomuceno (2010 A 2019)

This study, characterized as a case study, presented as a central objective understanding of the partnership established between Nepomuceno City Hall and the Cooperative of the Professionals in the Collection, Processing and Commercialization of Nepomuceno Recyclable and Reusable Materials, RECICLANEP, in the execution of the Municipality selective collection. In order that, we have raised economic, social and environmental issues, as well as existing conflicts in the partnership, so as to understand the nature of this relationship, through content analysis technique, which has been shown to go beyond a contract for the provision of collection services selective. We used as a tool for collecting research information, with a qualitative approach, the preparation of field diary, observations, primary documents, as well as semi-structured interviews with Cooperated of RECICLANEP and with Servers of the Nepomuceno City Hall involved with solid waste management. More specifically, in the Cooperative, due to the observations made by the Researcher throughout the data collection process, the way in which is established the Gender Division of Labor of cooperated, for both man and woman, led to the inclusion of another category of data analysis, which evidenced a protagonism of the woman cooperated in the Cooperative management, as well as in her representation towards the City Hall, which, therefore, also managed to elucidate some specific points in the understanding of the partnership. The other categories analyzed allowed to highlight that the established partnership proved to be a reason for the Cooperative existence, thus, social benefits to the Cooperated (man and woman) could be highlighted. Contributions in Sustainability for the Municipality and potential economic benefits for the City Hall were other positive aspects evidenced. The conflicts revealed refer to the specific relationship of the Cooperative with the Secretariat of Public Works and Services and also with the Nepomuceno society. Finally, it could be verified that the partnership has or may still have advantages to both parts, however, it is established Government Policies, which are not able to promote a definitive insertion of the Cooperative as part of the Municipal Service of Urban Cleaning, which by law includes the activity of selective collection.
