This research aims to understand the meanings of Entrepreneurship in the Public Sector (ESP) in the context of the municipalities in Brazil. Empirically based on the views of managers of municipal representations and the own cities. For its operation sought a qualitative approach based on bibliographic and documentary research, analysis of in-depth interviews and field notes. To analyze the data follow the procedures set by the Content Analysis with definitions of analytical categories a priori. This research showed that the ESP has taken a diverse and paradoxical meaning in the studied context. Accordingly, while there is a potential for renewal for the academic field of public by ESP incorporation there is also the warning that, if not consider the political grammars present in the context in which it will be incorporated into the ESP may present considerable risks for the maintenance of republican ethos intensifying a competition culture and the search for particular interests. Taking into account the characteristics of the development of public administration in Brazil, the context of federative relations and meanings that ESP has taken this context it is suggested that it is essential to consider understanding the ethos of public administration is distinct from the private ethos. In theoretical terms must be taken into consideration that the concept of ESP, brought from the international literature, should be taken as a subsidiary so that the characteristics are maintained in the local territory. Developing ESP, thus implies seeing public administration as a key element for the achievement of public policy. In other words, it is understood that the ESP may even be able to catalyze the search for a more managerial, dialogic and focusing on results public administration.
