Comunicação pública para o controle externo: análise da política de comunicação do Tribunal de Contas do Estado de Mato Grosso

Resumo: The work consists of a case study on the Communication Policy of the Mato Grosso State Court of Accounts and its reflexes on the communication practices of that autonomous public agency, responsible for the external control of the state and municipal public administration in that state. The research tried to understand to what extent the Communication Policy of that public agency is close to the principles of public communication adopted by the Brazilian Association of Public Communication. As well as to understand how much the professional practices of the Communication Department of the TCE-MT are influenced by the Normative Resolution. For the empirical research the techniques of document analysis and in-depth interviews were used, mainly with communication professionals who work or have worked in the TCE-MT's Secom. A communicational analysis was also conducted on the institution's profile on Instagram, between February 2017, when it was created, and December 31, 2021. The data were extracted through a computational solution that connected to the Restful API of the social network. Data mining techniques were used for descriptive exploratory analysis of the data, with the goal of identifying context similarities in the information posted on the social network and quantitatively summarizing the publications. The choice of the TCE-MT was motivated by the fact that, despite Mato Grosso being a peripheral, agrarian-based state, it’s court of accounts is among the first places in three different transparency rankings. From a theoretical point of view, the work was based on bibliographic research of concepts such as public communication, public sphere, citizenship, public interest, and democracy. The attributions of the courts of accounts and the possible contributions of these institutions to the consolidation of a model of state public communication, aiming at the participation of citizens in public administration and the consolidation of democracy, were also addressed. The results obtained revealed that the Communication Policy of that public agency, although focused on the strategic objectives of the institution, partially reflects the principles of public communication. Although the policy is not fully followed, there is evidence that the communication processes of that account court follow important principles of public communication. However, both the policy and the production underestimate the principles of dialogue and interaction.
