Present in an interdisciplinary way in the UN 2030 Agenda, Health is listed in the 1988 Brazilian Federal Constitution as a right of all and a duty of the State, guaranteed through social policies. However, there is a persistence of challenges in public health, such as the insufficiency of qualified professionals and adequate care, which go beyond the lack of financial resources or infrastructure, as many of these hurdles have deep roots in the management of public policies. Moreover, considering the important role that municipalities have in primary health care, the entry point for patients into the Brazilian Unified Health System (SUS), the effectiveness of public management at the municipal level tends to promote performance improvement and solve many of the problems. Given the scarcity of studies with this scope, this research aimed primarily to verify the extent to which the Municipal Management Effectiveness Index (IEGM) is related to the performance (IDM) of public health in the municipalities of the State of Goiás. For this purpose, the most recent data from the IEGM and IDM indicators of all municipalities in Goiás were collected, performing statistical analysis that allowed describing the municipal profiles in temporal and spatial terms based on the indicators. Subsequently, the Pearson correlation coefficient was calculated, and a linear regression model was applied to test the existence or not of an association between the indicators. The results indicated an improvement in the effectiveness of management and the performance of public health in the municipalities of the State of Goiás between 2015 and 2018, and the regression coefficients confirmed the hypothesis of adherence between the evolution of the IEGM scores and the evolution of the IDM scores. Additionally, the findings also suggest the influence of external elements on the effectiveness of health management that were not fully captured by the indices used. In the end, a Technical Report, as a Technical- Technological Product, was proposed to be sent to the TCE/GO External Control Secretariat summarizing the results of the research and proposing recommendations to enable the implementation of indicators at the state level and promoting the use of statistical data analysis tools, with the aim of improving the performance of External Control. It is hoped that the findings will contribute to the improvement of governmental administration and control institutions, so that decisions are made based on evidence and that public resources are effectively applied in improving the living conditions of the population. |
