Eficiência operacional das instituições federais de ensino superior brasileiras: proposição de manual para auxiliar a gestão das instituições menos eficientes

Resumo: This study’s objective was to propose a manual to assist in the management of the brazilian Federal Institutions of Higher Education - IFES with lower operational efficiency, evidenced by the Data Envelopment Analysis - DEA, which is a nonparametric method of comparative analysis. In order to do so, it was used, mainly, indicators from IFES management reports as inputs, and indicators from Folha´s Universities Ranking - RUF as outputs. The hierarchical grouping was used to gather the IFES by degree of similarity, using the data from the period from 2013 to 2017. With DEA’s use, institutions such as UFMG and UFRGS were operational efficiency highlights in their groups for all the five years analyzed; UFT and UFSJ, for three years; UFSCAR and UFC, for two years. The proposed manual guides the DEA´s use to indicate targets (goals) so that the less efficient IFES can reach the efficiency frontier. It is concluded that the proposed manual has the potential to support the decision of the managers of the least efficient institutions and, although it is elaborated with a focus on the IFES, it can be adapted or improved to meet the demand of other public institutions, like the federal institutes.
