Assuming that school education is a public and subjective right and seeking to question the social function of contemporary public school, this research focuses on the development of an analysis of the requirements needed to assess the social quality of a basic education school. The analysis of requirements has been developed to define assumptions to enable the implementation of an intelligent software to be used by school management as an emancipatory institutional assessment tool. For that, the starting point was the content analysis of the following documents: Initial Student Cost Quality (CAQi) (2010), Final Document of CONAE (2010), and Quality Indicators in Education - Primary Education (INDIQUE) (2013). It was found that there is a shortage of software in this area and a need for a Participatory Institutional Assessment. Finally, despite the specifics of each institution, we have developed a proposal that can be adapted by the management team to evaluate, diagnose and improve social quality in their institution.
