This dissertation is a descriptive bibliographical review that shows an urban transportation view of Brazil, emphasizing the social costs that are imposed to the population and that are derived from the most important problems that involve public transport. The study reviews some methods that can be used to calculate these costs, giving special attention to the value of time travel, which its increase is a direct consequence of traffic jams. The value of time is presented in an informal manner and using a mathematic view, where some internationally known factors are derived from a logit model. This model is used to calculate the increase of costs in time travel of an urban highway stretch, helping its administrator when deciding what would be the best additional time for releasing trucks with three or more axles, leading it to perceive that the best option would be the one that showed the lowest financial cost.
