Resumo: | In recent years, the role and responsibility of the federal public universities, in local sustainability, are being questioned. In countries like Brazil, with its specific economic emergency, such anachronistic feature of these entities became more explicit. The new regulatory framework of the Law of Innovation, focused explicitly on federal public universities, establishes the legal action for more responsible universities. However, this landmark was not reflected in models and actions to the role of local sustainability. In this work, an exercise in creating a social business is developed. The academic spin-off model supported by a technology park (Technological Park of Life Sciences) is used. Thus, it is designed in a particular scope, using the action research methodology, a technology-based enterprise, which aims to solve a big social national issue (prenatal medical care). Legal instruments and models that allowed its effective implementation are analyzed. The conclusive result indicates poor efficiency of the new regulatory framework for innovation, and a significant delay in the decisions of federal public university to understand their new role in local sustainability and the trajectories designed by Brazilian Law of Innovation |
