This study aim to evaluate the process of implementing the Basic Protection across public facilities, which are designated as Reference Center of Social Services in Niterói-RJ Municipality. Developing a debate about assistance or assistancialization policies for social assistance we observed that such practices are reproduced in the context of administrative implementation of Niterói Municipality. The universe of empirical research was composed of the Reference Centers of Social Assistance (CRAS) in Niterói municipality, and in doing so we defined three areas of research: physical infrastructure, human resources and developed activities. The individuals selected to participate in the study were the managers of Social Assistance Policy of this municipality, the coordinators of CRAS and the multidisciplinary team. Analyzing the main advances and limits of the deployment process of units actually in Niterói we notice that: (i) there is a need to overcome old assistance and conservative practices to manage the public basic protection; (ii) the institutional reorganization of relationships with providers entities of complementary services of basic protection; (iii) the restructuring of the equipments, as well as the mapping of social vulnerability areas with indicators, and (iv) the planning, implementation, evaluation and monitoring of joint activities of social assistance between CRAS and Municipal Secretary of Social Assistance, taking new direction as the principles listed by the new Standard of Basic Operationalization of Unique System of Social Assistance 2010.
