Portugal and Brazil have initiated th management of urban solid waste in yhe eighties of last century. Portugal created and applied systems of management of urban solid waste and razil created some actions not always interrelated. The objectives of this study are: to describe the evolution of urban solid wastes management systems of Portugal and of Brazil during the period of 1996 up to 2002,to display the difficulties of both systems and to compare them. The used methodology was based on the bibliographical, descriptive and quantitative research of the available data from official orgaization. The present work intends to show that the sucess of the implementation of the urban solid waste management system does not depend, only, on economics aspects, but it requires planning, applicatin of policies and principles, and the involvement of all entities and stakeholders.
