The present work analyses historical facts that have contributed to the construction of a model of working relations which is eminently excluding and unfair, in a society strongy rooted in siave labour, whose most perverse paradigma was to prevent the common citizen from access to education, health and income, lingering the social dífferences in BraziL Its multifarious scope focus on the study of contemporary inner and outer facts, evaluating its impacts on the current Poticy of Management in Security and Health at Work, and warning about the necessary revision of the Brazilian labour social contract face to the requirements of globalization. Considering that it is role of the State to assure an integrated and harmonic transítion to the process in course, in order to prevent useless confiícts and serious social consequences, it proposes a solidary design for the Agenda of the Study of the National integration and Deveiopment Zones of the Brazilian Ministry of Labor and Empioyment, within the Brazílian Multi-Year Pian 2000-2003, having as a background the European Enlightenment s phiiosophy and the political-legai principies present in the social contract of Jean-Jacques Rousseau.
