Resumo: The great world challenge of the XXI century will be no doubt the shortage of water. The real possibility becoming the threat to economical and social development in world political stability. This can conduct to competition in a near future. The public institutions are each more qualifying and increasing environments demands. In Brazil this can be noticed after Water s Law N 9.433/97. On the other hand petroleum industry is changing, environmental subjects are no more legal obligations. Industries are trying to change it in competitive advantage. In the petroleum production activity, one of the main environmental concerns is the produced water that represents the great majority of associated residues in gas and oil production. In this study the author will approach the actions in environmental administration in production and exploration sector, specifically effluents treatment in onshore petroleum fields. An overview of administration systems is presented and also health, safety and environmental managing in Petrobras, with special attention in effluent managing. The author accomplished a case study in a onshore production field in Espirito Santo sate with focus in produced water managing and since then presents his conclusions and suggest un idea for petroleum industry improve effluents administration.
