This study has the aim to observe the Brazilian diplomatic action in the Intergovernmental Committee on Intellectual Property, Genetic Resources, Traditional Knowledge and Folklore, of World Intellectual Property Organization, in its first mandate (2001-2003). It was look for which would be the main theoretical bases that were used as background for this international multilateral forum, as such structural and historical sources. As an alternative approach, with a specific focus in technical issues that emerged as the main ones in the negotiation access to genetic resources and to traditional knowledge related is suggested. The suggestions made have as a goal to get, jointly with the comprehension of the several variables inserted in the ha rmonization between Intellectual Property System and the international environment legislation, tools which could be used by Brazilian government to obtain concrete results in the second mandate of the above mentioned Committee, in 2004-2005 biennium
