This dissertation summarizes the results of the researches obtained by the Telecommunication Department in partnership with Biological Institute, both of Universidade Federal Fluminense (UFF). These results show an important and current area of innovative research in this country, which is similar to the researches undertaken about bioeletromagnetism. A comparative analysis of the biological effects caused by non-ionising radiations in the range of cellular systems is presented through the technical concepts of Telecommunications Engineering and of Biology, with the aid originated from the development of a data base, and the review of national and international researches which have been published within 42 countries in the last ten years. It is emphasized the biological effects of non-ionising radiation and non-thermal effects on HSP (Heat Schok Protein) 27 which though allows the current vision of the scientific results of the biological effects
