What are the emergency conditions of the social movements in Mental Health in Brazil, considering the social participation in the conduct of the mental health public policy? This is the question in the genesis of this investigation, seeking, at once, to refine our knowledge about Brazil mental health public policy and to find answers to some of our old concerns about social movements. For this matter, we kept to the Fórum Mineiro de Saúde Mental (FMSM), a social movement predominantly constituted by users, their relatives and workers from mental health services, which has been standing out since the beginning of the 90 years at the struggle for the expansion and improvement of the mental health public policy in Minas Gerais state, particularly in Belo Horizonte city and metropolitan region. In this context, taking the question announced above as a central concern of this work, we assumed the general objective to identify e systematize the emergency conditions of the Fórum Mineiro de Saúde Mental, considering political, social and economic aspects, occurred between the years 1987 and 1994, and identifying its effects, influences and reverberations about the formation of the FMSM. Therefore, to answer our research question and achieve the general objective, we opted for a sinuous investigation path that conjugated informations from oral, written and documental sources about the constitution of the relations between State and Civil Society; From the socio-political context in which the National Anti-asylum Movement has emerged and transformed; and from the panel of social, political, economic and cultural events of the conjuncture of Minas Gerais in which emerged the Fórum Mineiro de Saúde Mental. All this reflecting in a perspective of junctural analyses that permits to verify what are the social, political, economic and cultural factors that had been articulated in order to enable the emergency of the Fórum Mineiro de Saúde Mental. The research permitted to confirm that the National Anti-asylum Struggle Movement (MNLA) emerged at the democratic political context, which, at that time, had been recently established in the country, configuring a scenery of great effervescency not only political, but also cultural, social and economic. According to the data that were collected to the investigation, those factors, together, were responsible to multi-determine the emergency conditions of MNLA, as well as its nucleus in Minas Gerais state: the Fórum Mineiro de Saúde Mental. So, without being isolated and immune to the effects of the political, social, economic and cultural conjuncture of the time focused; and being forged in a complex process of acceptances and resistances, the Fórum Mineiro de Saúde Mental was materialized in Minas Gerais, intending to make into reality the Anti-asylum aspirations in the State
