The issue of this dissertation is the low salary rate families participation in social movement, as the politics and social housing programs implementation. For that, the Association of the Workers without a Land of Sao Paulo (AWWLSP) has been studied, detailing the period between 2000-2006 of the Association. The main objective is to investigate the method used by AWWLSP to build and acquire housing to the associates, and the consequences related to this method to the families. The AWWLSP is a popular housing activity created in 1986, acting in 25 areas from Sao Paulo city, in Pirituba and Jaragua regions. Nowadays composed from around 15,500 families associate, the Associaton has as a purpose to provide houses to the low power acquisition population (from 1 to 5 brazilian minimum salary), with their own supplies. Most of the families who participate to the AWWLSP depended to at least 30% of the family rate with housing rental or lived in poor infra-structure conditions. The AWWLSP permits the popular housing buildings liberties following each family, until the communities dynamics strengthening and the medical, educational and esthetic agreement establishment. The research has the analyze from interviewing semi- structure with foundation, coordinators, architects, and AWWLSP associates, complemented by ethnographic observations, by visiting the association areas.
