Initially the reasons that impelled us to develop this work appeared and as we wrapped up with this theme. We marked the public politics, the paper of the State and of the No-government Organizations that intend to develop works with children and impoverished adolescents and marginalized. We intend to identify and to think some public actions addressed to the childhood and poor adolescence from the Brazil-colony. Following a historical line, we appeared on the slaves' descending child, some of the social politics and of hygiene developed confronting them with the politics of economical development and, still, with the measures " partner-politics and educational " implemented that were part of the Brazilian scenery to the century XX. They are also revealed the actions of those that promoted and they enlarged the participation of several social segments in the discussion about the failed to protect Brazilian childhood. We marked the emergency and the main actions of some Social Movements that, in the eighties, they mobilized important sections of the society in the creation of laws that you/they made the Child's Statute to emerge and of the Adolescent. We looked for to identify among those social movements, some indications that allowed the appearance of the Beneficent Association São Martinho, your progresses and recuos in the call Program Emergencial. We analyzed that citizenship type has been produced by some of your actions, in one moment accelerated restructuring of the functions of the Neo-liberal State in the call New World Order. Finally, we evidenced aspects observed along the development of the work that you/they allowed some reflections concerning the social politics for the childhood and the real conditions of development of such politics in Brazil
