Resumo: This thesis intends to describe how the conflits, originated by the human resources allocation process for the projects, are related with the various organizational and management issues in multi-project environments. This piece of work was developed by means of a survey oriented to an intentional sample of 1200 people, closely involved in Project Management activities, spreaded over 8 cities in 5 brazilian states. In preparation for this research, we developed a large survey on the existing literature on subjects related to resources allocation, Program and Portfolio Management. The research results were based on descriptive and statistical data analysis of the 120 questionnaries answered by the respondents. Through this process, it was possible to evaluate the hipothesis established by the author, as well as to develop some findings and conclusions about the relationship of the variables related to the Portfolio Management process. We hope that these results could be used to improve the understanding on these issues and to encourage the reader to improve his project and program management capabilities
