Resumo: Portfolio management has been shown to be increasingly necessary in organizations that use projects to achieve their strategies and is becoming a basic issue of survival. This study directed efforts to elaborate a proposal to improve the methodology of project portfolio selection at the Center for Advanced Studies in Dam Safety (Ceasb/FPTI-BR). The main challenge of portfolio management is the project selection stage, in which the organization needs to decide, which projects are aligned with its strategy to then receive resources and be included in the portfolio. In this perspective, this research seeks to answer the following problem: How to improve the portfolio management of Ceasb/FPTI-BR R&D projects, maximizing impartiality in selection and aligning with the organization's strategic objectives. To report the elaboration, the research-action method was used as a research strategy. To base the research on the models of portfolio management and to carry out the comparative study of these models, a systematic bibliographic review was carried out. For the validation of the proposed model for the process of alignment of the R&D project portfolio management for Ceasb/FPTI-BR, a questionnaire was applied. As a result, the respondents unanimously obtained that the proposed process will be useful / important for Ceasb/FPTI-BR activities. The result of this proposal will subsidize Ceasb/FPTI-BR in improving its portfolio management processes, methods and tools. In addition, it will contribute to the construction of technical-scientific knowledge in project portfolio management through practical application.
