Resumo: | This research proposes a management model can operationalize institutional strategies Inmetro. This new model, based on the requirements that integrates strategic planning, management processes and projects and evaluating performance in order to fill a gap identified in the management of the Brazilian public administration. The dissertation was carried out following the following steps: identifying the real problem exists, defining the main objective to be achieved, relating it to the intermediate goals. The theoretical framework builds upon the literature and the results obtained over ten years of consulting at the Institute. Through this study we can see the necessity of adopting new ways of working to Inmetro, including the effective implementation of strategic planning and budget decentralization. This model provides a new system strongly focused on aspects of the spread of organizational culture, management processes, involvement and engagement of the whole staff in matters of management of the Institute. The adoption of these new forms of action will allow the sedimentation of Inmetro as Executive Agency, as the maintenance of the Management Agreement, creating better meet demand from the Brazilian society. |
