The main objective of this dissertation is to make a critical analysis of the role of the Brazilian National Metrology Institute on Metrology, Standardization and Industrial Quality - Inmetro, in the Productive Development Policy - PDP. The intention is to discover to which extend the institute induces innovation in the productive sector, establishes itself as an assistance agent for innovation, industrial modernization, and acts as a disseminating agent in terms of competition in the Brazilian production sector. This study, which is of an explorative kind, additionally aims to improve the comprehension of the subject under scope, which is studied by means of conceptual, bibliographic and documental review. Within this effort, a qualitative approach was used including interviews in order to collect different points of view on the subject as well as quantitative approach, carried out by means of documental research for an analysis concerning the evolution of, by industrial policies induced, investments in Inmetro. Furthermore, the research aims to establish a methodological proposal in order to improve the productive sector´s perception of concepts, values and advantages of the use of Infrastructural Technologies - TIB for innovation and thus disseminate the concepts and practice of TIB in the productive sector. Finally, based on an analysis of TIB investments made in Inmetro, the author concluded that the mentioned investments should occur in an integrated manner so that the institute will be able to attain the PDP goals.
