O PLANEJAMENTO DE EMERGÊNCIA EM REFINARIAS BRASILEIRAS: Um estudo dos planos de refinarias brasileiras e uma análise de acidentes em refinarias no mundo e a apresentação de uma proposta de relação de cenários acidentais para planejamento

Resumo: Brazil has been showing important advances in several areas. Among them, for example, the possibility of being self-sufficient in petroleum production and refining is among the top ones. Accidents involving major oil spills, like the ones of Guanabara Bay and Paraná, have led to advances in the Brazilian process of emergency planning. These advances can be seen in the improvement of the legislation, taking as an example the CONAMA Resolution #293, of December, 12, 2001, which introduced the concept of minimum content for Individual Emergency Plan for oil pollution incidents occurring in organized harbors, naval and maritime installations, terminals, ducts or platforms, as well as their support installations, in advance, that is prior to the occurrence of these incidents. This dissertation is based on the study of current laws and regulations produced by the legislative organisms and governmental agencies that regulate the environmental licensing of refineries, on accidents that occurred in refineries all over the world and on present Brazilian refineries emergency plans. This dissertation shows, also, other situations that would fit into the structure of an Emergency Plan as defined by CONAMA #293, allowing the adoption of anticipated measures and not waiting for the opening of a door in the rigid wall of organizations. As part of the obtained results it is proposed a structure of an Emergency Action Plan containing a list of common measures that can be applied to several emergency situations, avoiding redundancies without significant contribution to emergency-planning. Furthermore, it develops a set of typical accident scenarios for which there must be preparedness in advance of emergency measures, in a refinery. It is proposes that the overall planning should be constituted by an General Emergency Procedure and Individual Emergency Plans for specific scenarios. The General Emergency Procedure should contain the actions common to any emergency situations such as, for instance, information about alarm, communications, management responsabilities, evacuation and personnel accountability amongst others. In this sense it is presented a list of common actions identified in the emergency plans that were object of this research. The Individual Emergency Plans should be made by considering the particular situations of each installation, with a suggestion of the following: Products Spill, Toxic Cloud (Chlorine and Sulphidric Gas), Tank Fire, LPG Park, Process Units, Pipeway, Electrical Systems and Process Equipment.
