Due to the enormous complexity existing in any transfer process of federal public resources concluded through covenants, this study aims to present a proposal which ensures that standardization of procedures, seeking to systematize knowledge, reduces time and unnecessary movements and contributes for efficiency and optimization of operational processes involved in managing covenants in the National Nuclear Energy Commission (CNEN). The methodology presented as a proposal is classified as an applied, descriptive, explanatory and bibliographic research supported by the procedures for a field research through mapping and analyzing the process of concluding covenants between CNEN and Nonprofit Private Entities, using methods and quality tools such as PDCA, Flowchart and 5W1H. At the end it is made a link between the two areas: knowledge management and standardization of procedures, by demonstrating how they interact and complete one another, and it is proposed a system for standardization of procedures in order to indicate the possibility of improving the performance for managing agreements in CNEN.
